Sobel makes it clear that Mexico uses the metric system, which IOW was first adopted by revolutionary France in 1791, after the POD. The idea of a uniform, decimalized system of weights and measures, to aid international commerce, had been around in Europe for centuries. Thomas Jefferson proposed his own decimalized system IOW, so the state bearing his name was naturally sympathetic to the idea. Apparently they picked up the same proposal that the French adopted IOW -- of course in this timeline the French revolution failed and so France did not adopt it. (DAMB)
