The Spargo Bill was an act passed by the Grand Council of the Confederation of North America and signed into law by Governor-General Henderson Dewey during his first term between 1923 and 1928. The Spargo Bill served to redistribute revenues from the national government to the confederation governments on a per capita basis. This had the effect of tranferring wealth from urbanized confederations such as the Northern Confederation and Indiana to agrarian confederations such as Manitoba and the Vandalias.

Like other legislation passed in Dewey's first term, the Spargo Bill was introduced by a low-key Liberal back-bencher and passed with little difficulty by the Council's Liberal majority. Also like other legislation of the Dewey administration, the Spargo Bill was designed to redistribute power from the national government to the confederations.
