William Wilson.

William Wilson served as Secretary of the Exchequer in the Cabinet of Mexican President Miguel Huddleston. During Huddleston's presidency, Wilson was accused of misappropriation of funds. The charges were never proven, though there were several instances of minor officials in the Treasury Department and the Customs Bureau being convicted of embezzling money and accepting bribes.

Sobel erroneously refers to Wilson as Secretary of Finance.
