Fred Harcourt.

The Workers' Army was a radical labor organization that was a member of Howard Washburne's League for Brotherhood. The W.A.'s leader, Fred Harcourt, wanted Neiderhofferian reforms instituted in the Confederation of North America.

Sobel's source for the Workers' Army is Farley Shaw's Voices of the Great Protest (New York, 1930).
